The little instruction manual says you get it as you progress in story mode, but I'm kinda impatient and wanna know when exactly or how exactly I get it. I'm on PC btw.

Simply finish Chapter 4 offline.

Yes,beat (finish) chapter 4,but you will only have a few missions,like 2 maybe 3.
So your best bet is to actually finish Story mode,and you will have everything unlocked,and you will have Partner cards to invite to your party.
