Going Rare Hunting...need advice.

So a friend of mine has the orange stars today and we're about to go rare hunting (also looking for really good drops).

Would it be better for us to do so on Rank B missions on the Colony and/or Parum, or would it be better for us to go to the Agata Islands on Neudaiz on Rank C?

Going by logic, harder the quest the better the item, but lower drop rate.
