Elemental bullets on a Hunter?

So i saw a hunter "i think" he was shooting ice bullets? is this possible? and if so what would you say is the best element to shoot? i would think lightning. One more thing, does shooting an elemental bullets cost more os is it all a chance on hit and would it lvl up while hunter class?>

yeah hunters can use some gun photon arts like the 1 handed handguns i dont know what the best element is but mostly everyone uses ice yes it costs more pp to use it and yes you can lv it up to some extent
