PA question

alright, I know that other characters will sometimes give you PA for an S-rank in Story/extra mode.

my question is this, is this how to obtain the PA Last Tears(non-buyable Twin Claw PA), and if so, who gives it to you?

PSUpedia won't load for me so i'm not 100% positive that's the exact name of it, but it's something like that.

According to the guide I have, claw PA's Renzan Seiodan Ga (twin) is dropped by Lucaim and Senten Kanzan is dropped by Tonnio.
