What can i feed my PM, other than rods and wands, to raise his Tech power?

tech discs. restoratives/food also increase it but not by much.

Keep in mind that the rarity of TECH weapons will determine how much is added to the PM's TECH level. For example:

1 star = +4 TECH -1 ATTK
2 star = +8 TECH -1 ATTK

Also, it is often cheaper to buy 2 star TECH weapons from player shops (when you can find them) than it is to feed your PM TECH discs. The cost per point of TECH is better with the weapons in most cases, unless the shops are overpriced. Synthesizing these weapons works well also.

If you have loads of money (which I'm not sure anyone has what I would consider a "load" yet), it's definitely quicker and easier to just buy up a ton of discs and feed those to the PM.
