A few PM questions

I just started messing around with the PM, I have just a few questions.

1. where do i buy the item that resets the PM stats.
2. whats the item called and how do I use it once I buy it.
3. say i'm feeding a pm to raise its strike but the tech goes up, if i keep feeding it 1 star hunter weapons that has -1 tech, will the tech go back down to zero?

1. its coming out in the update, and im guessing it would be at the items shop
2. not sure cnat answer that sorry.
3. no, once its lvl 1 in tech, it can only go to the end of the bar, it wont go and make tech 0.

Thanks, I was about to start running around all the stores looking for the PM reset item but now that I know it hasn't been released it saves me a lot of running around for nothing.
