There was a rumor going around that rangers were getting some sort of PP consumption buff potentially...but this doesn't seem like it.

I'm GUESSING here, but perhaps this is in reference to the recently talked about set bonuses for wearing certain gear at the same time and the bonuses conferred to the user?
