hey can you make a character offline? and also can you find rare weapons or good ones like online?

Yes you can make a character offline, you have to unlock Extra mode by completing the 4th chapter. I don't know about that but I'm guessing yes.

Once you beat Chapter 4 you'll unlock Extra Mode. As you continue playing through Story mode you'll unlock more Free missions for Extra Mode.
I don't think there's any rares online yet. I could be wrong, I haven't played it much online.
You'll find more rares offline I think..Until the game gets some updates I guess.
