5th floor of Guardian's Colony. You might have missed it because you can't go staight there via the elevator; you have to go to the 4th floor and take the stairs up.

what about the ones on the other planets? right now they dont have anything available there... but when they get updates what will be there? more missions?

They'll have missions. The colonies Guardian HQ is the only one I have seen where you can actually change your class.
