1. I tried to enter the billing site to get my ID but I can't, where else can I do that?

2. In latinamerican countries I can't register to get an ID?

Ah, you seem to start the game a bit late. Now, most players are on PSU, not many are on BB & PSO. Your questions here might not be seen at all.
