Yes, Sega charges you fee to play PSU online, the network version for any platform.
However, if you play offline/story mode, then there is no charge, though you have to connect to Sega to play on PC.

Errr...the guardians license is the fee to play the game...it's the only other fee apart from buying the game. It's either I iz dum and am paying for something I don't know about or you are confused?

you don't need a guardians license to play the story mode, but you have to buy one to play online. Like any other "big" online game...

Right on the billing site:
How much does a GUARDIANS License cost?
A Guardian's License gets you access to the online world of PSU. PC and Playstation 2 users have the option of choosing between different subscription types when purchasing a Guardians License. Be sure to pick the option that is right for you!
In North America:
1) $9.99 per month recurring option, your account will be charged every 30 days. First time subscribers will be gifted with an additional 2 weeks free - that's 45 more days until you are billed again!
2) A one time charge of $49.99 for 180 days. At the end of the 180 day period, you'll need to head back and purchase another subscription. First time subscribers will be gifted 30 days up front - that's 210 days of Phantasy Star Universe (only 4.2 cents a day)!
In Europe:
1) A 30 day fixed length subscription is offered to new subscribers. This is charged at £7.49 / € 9.99. This subscription comes with an additional 15 days free.
2) £6.99 / € 9.99 per 30 days recurring option, your account will be charged every 30 days. First time subscribers will be gifted with an additional 15 days free - that's 45 days until you are billed again! CREDIT CARDS ONLY
3) Repeat subscribers can choose a 60 day subscription with a one time charge of £15.00 / €20.00.

Think on this: It takes quite alot of money to mantain the servers. On top of this, it's LESS EXPENSIVE than other games of the same magnitude (like FFXI, which is $12.50/mo, not PSU's $9.99/mo).

Many debit cards will function just fine for online orders, FYI.
Felix: You'd know if you signed up to play online, as you have to go to Segas website, and actually place an order to pay for online play. If you didn't do this, they really can't charge you for the service http://www.pso-world.com/images/phpbb/icons/smiles/icon_smile.gif

PSU is cheap compared to most games.
It's not a scam, it's meant to be used to keep servers maintained, I guess. Most online games are like, £10 a month or so to play, so in that regard, PSU is a bargain.
..unless of course you're one of the people who gets in a rage when an update isn't released 5 minutes ago..

If your debit card has the Visa or MC logo on it, it will work fine on the Sega billing site.
