I think its shops where the owner is currently in them

If this were to be the case then I wonder how an owner can be in three shops at once... Because I've seen up to three in the recommended list.

That probably meant that there were three shops where all three owners were present in their respective shops.

I also used the Recommended Shops list to enter a shop, and while the owner was not present, there was a whole congregation of people there. I think 'Recommended Shops' really just points you in the direction of populated shops.
