Third line of PA's for the weapons

I was wondering if there is any way to get the third line of PA's for the weapons in story/extra mode.

i do not believe so, no

you get them by partying with the the npcs I do beleive, it just takes some time.

No, that's the second level. The third one doesn't seem to be released online.

For the second ones though, Offline NPC's might give you one at random when you S-Rank a quest with them
