Yeah... Thanks for the find. I take this is IS canon to the offical ST storyline?

It's tough for me to say. It comes from a 14-page article that was the primary feature for this issue, much of which is a breakdown of each planet in the system with information on their cities and denizens. Each of those sections does contain historical information that seems to relate to said timeline, especially in regards to the races and their contant fighting. There is a 2-page comic followed by a 2-page preview of the upcoming story-mode missions featuring Raia/Laya with a diagramme of how all the story-mode characters relate to one another.

It seems strongly SEGA-official to me. A native reader would most likely provide deeper insight.
