yea you can get it back you have to go out and get a time traveling devic and go back in time to stop your self from saving over your lv 31 charecter and there you go you got your lv 31 charecter back.

You have to take into account two things, though:

Some believe that time travels backwards, so technically he hasn't even made his lvl 31 yet. So getting it back would be impossible, yet inevitable because he should have it soon... or recently. However it works.
