I need to know a good place to lvl up cause being on lvl 4 sucks LOL are there any places that have mons below lvl 10 . . .or no?

Try Parum's east section or Linear line in the colony. Each is a good area until you reach say lvl 10. That's when you should step up to B rank in Parum's De Ragan.
