I believe Yomei will be the only maker of rods, since they specialize in them. Just like shotguns from Tenora.

Yes, there are Tenora Rods. If you play the story mode you see NPCs holding them.

Are you sure you're not just mistaking a Kubara Rod for a Tenora one? Kubara makes them too I believe.

kub rods exsist not good till very high grind tho, and they dont exsist yet in our version i dont think.
