They will spawn instead of certain enemies like Panon, Polty, and Badira. I don't know if there are any others. I had a group yesterday with 0 luck so that doesn't matter. LL is probably the best spot since I think you can see more Panon in one spot than you can any other monster but I am not sure. If not Panon I would have to say Badira since there are some very large groups of them in Parum Relics which is where I found 3. 2 Christams trees and a Rappy Feather.
