We dont even know what you have or what you need though.

If it was me I'd want one character further along, so I'd pick which of those that was and then take them further, upwards of 40-ish. Pick a mission to run when you are by yourself that you can do without too much trouble and multitask, earning exp, meseta and levelling various PAs along the way, saving some of the money for good deals on weapons that would help that character and using the rest to develop a PM to level 100, if you havent already. If it was me.

PM levelling? Wow, that's far too slow. A lolibot would be nice, but why bother feeding it the weapons when I can get money for them, which I can use to buy weapons, rinse and repeat? =3
