u cant get them yet
u will need to exchange Pa Fragmants for them in a future update

Most of the PAs from that video that aren't out yet will be released in a patch soon and will be able to be bought from the shop for around 15k meseta. Each melee weapon also has a third PA, but you'll need to exchange PA fragments for those.

You exchange PA Frags from the story mode NPCs.

Leo on Moatoob for Melee PAs.
Lou on Parum for Ranged Weapon PAs.
Maya on Neudaiz for Technics.

With that said, most of those are actually the 2nd PAs you can buy from the shop. They aren't the ones that you exchange for frags.

And people have a strong misunderstanding about what Bruce's Mission is. Bruce's Mission is alot easier compared to Challenge mode. Its timed, lots of buttons, and high payout. But its just a party mission. Its not a shop or something.
