If I wanted to play on the PC, could I use my account name and password to do so?

If youre currently on PS2...I would imagine so.
Otherwise....no.

Yes you can. The online game is saved server side. As long as you sign in with the same id and password you can do so on the PS2. You cannot switch between ps2/360 or pc/306 because the 360 uses different servers.
