Is there a limit to how many PA Fragments a character can carry around at 1 time? I have 94 right now.

Yeah they have, you get one for every S-rank on an S level mission.

You don't alaways get one, even when you get the S Rank. ex. Linear Line S. I remember complaining about that the first week; and I wasn't the only one. MD S seems to give one every time though.

Cannot drop them, sell them, or use them as of right now.

Well, selling I don't know. I never tried, but i've heard you can't.

I think it has been mentioned before that the Linear Line S rank missions are the only buggy ones that didn't give a PA fragment everytime.

You can transfer them via box, you can store them in both storages, making it possible to hold up to 891 PA fragments maximum. You can not trade them to other people, you may not sell them through your player shop. And the most important note: The disc you get from Skill License missions, are bound by the same rules. You can transfer them on teh same account, but you cannot drop, sell, or trade those discs.

Which makes them transferable, with work.
