bumping for justice!! and to see if anyone might have a fix yet+^_^+ did a clean install of PSO2 on another partition, but still no go, next step a clean install of my OS (Win 7 pro) +^_^+
Thats a werid bug you got there, never seen that before though of why you can't set it higher.

yeah, i got the short straw+^_^+ and i see me!!!! +^_^+ anyway, i tried the 296 and 285 drivers, but they were no go, but nvidia has a 304.48 beta that just came out on the 19th, if this doesn't work ima give up and just play with 5 people only rendered until someone somewhere has the same issue and finds a fix+^_^+ ima building a new computer anyway and it should hopefully be finished by this fall
EDIT; the 304.48 beta drivers were incompatible with PSO2 on my system, caused memory errors when launching game, went back to the 301.42 drivers +^_^+
I'm also limited to 5. Very annoying!
I'm having the exact same issue, kinda of an annoyance but I could be having worse issues I suppose. *watches thread like a hawk just in-case there is a solution.*

i just deleted my user.pso2 in documents/SEGA/PHANTASYSTARONLINE2 and let it generate a new one
Still having this issue and deleting the user.pso2 didn't fix it when it made a new one :/

determined that the cause is Nvidia Optimus and AMD PowerExpress, both of those features use a custom made bus that essentially creates a sli/crossfire interface between the CPU integrated graphics (in my case Intel Family graphic) and runs the output of both GPUs simultaneously through the same bus, unfortunately, Windows OS only recognizes all data off this bus as coming from the CPU integrated graphics regardless of which chip did the actually processing and buffering *see diagram*, an easy fix Sega could implement is to simply allow users with integrated graphics to attempt to increase detailed model count and simply implement a warning that it might crash the program rather then lock IGP users out altogether+^_^+

as you can see from the diagram, the Radeon or Nvidia chip copies it's own rendered frame into the IGP buffer, where PSO2 then thinks that the IGP made it and auto restricts us+^_^+
