That's interesting if they are shared, with higher levels drops filtering down to Normal.
But after sufficient investigation/testing/guide publish then edits, I can see how it might be corrected. Things moved around to more:most correct lists. Maybe even Random among all the drops known, or some anomaly not expected outright thru normal conventions.
