Don't suppose trying to access it on your PSP browser will help much?
What about the sub domain http://pc.puyosega.com . There is a questionaire on there about puyopuyo, does that have anything to do with it?
Actually, looking at the bottom of the main site it says something about the webpage and needing the QR barcode to access it:

Nope. It's not the browser's user agent info that's important but the IP address. I've fiddled with trying to make the user agent in to displaying itself as a cell phone. It works on other sites, but not the Sega one.
Yup. That's what it sas in the Japanese there.
Sure it's only Puyo Puyo themed room decorations, but I could have a field day with a room filled with Puyo chairs!
Though nothing could compare to if I could get an Opa Opa shaped bed. Maybe a 16t weight table, too...
