Is it possible to find a Pandora extreme in advance urban

I don't know, go look up pandora extreme on Cirnopedia with it's very convenient list of monsters that drop it.

Yes, it is possible. It is a Predicada Nero drop.
Red Mechguns also don't drop in urban AQ, just saying.

Also there's no real way to tell the rates of this game's terrible drop rates.

You don't hunt rares in PSO2. Rares hunt you.

This game doesn't reward effort.
You'll go insane long before you get one as you'll likely witness 3 partymates find it in front of you over the course of several months of spamming City AQ.
