Sorry about that. On the original guide or thread that came out directly after the quest it said that you could not add %'s to Sranks and the weapon had to have a base % of at least 5% to add something to it. I never tried it myself, and honestly had no intrest putting %'s on my weapons since it's pretty pointless on GC, so I just went by what the original guide said. Sorry about the confussion.
so you actually can add % to your sranks -
when west tower got online, i got told you can add % to every weapon except sranks.
