I was backtracking through the forums, looking for any further information on payment since I've never payed for the JP version of any Phantasy Star game, when I came across this:

I admit the thread is old, but it's the only thing I could find on how Segalink actually worked, since SIGN is supposed to be an extension of Segalink if I'm not mistaken. Here is the link:
