Ais don't need to have any limits in fiction and there is no reason why in an arbitrarily advanced civilization like the ARKS they can't be synthetic gods.
At least considering they got the actual Akashic Record creating them, Xiao should be able to do literally anything. The Akashi Record enabled the Photoners to create moon sized artificial gods 4.6 billion years ago, an ai managing a spaceship should be little effort.
Also, Xiera is an ai. Just because she is permanently based in a mobile android body doesn't mean she is actually different from a classic stationary computer based ai.
