I just used a ten summon ticket on the Astra Punish gacha and got Jasper which is the first and only time I have ever got a character from a symbol gacha.

You can check the rates for each gacha - the symbol gachas, both of them do say you have a .15% chance of getting a 5* character, 0.85% of getting a 4* character. You'll never get a 3* though.
