A bit of a heads up for prospective new players, after looking at this thread, I became a bit curious to see what problem he was encountering and it would seem that without a proper Japanese IP, you're not even able to register to create an account.
There are ways to get around it, just don't look here. Just a bit of warning for those encountering the issue about having their location blocked.
