Both. Cept the caps won't be all the way up until AoI is released.

all the classes + PA uppage is all implimented when AotI is up and running.

NOV 15 is my guess.

All caps are raised in the preliminary patches, with the exception of caps that go from 30 to 40. Those caps wait til you're using the AotI client.
