Illuminus refuse to run on Windows 8

Been off Phantasy Star for a good year or so now and decided go slowly get back to it (mainly PSO2, but I'll wait until the summer to see what I've missed.)
I decided to try starting the game which seem fine with Game Guard authenticating then the title sits there and disappears and never loads.

I tried reinstalling aoti, but it still refuses to work. I saw an older topic on here which none of the solutions work.
UAC is off and DEP... well I don't think i have DEP off as I saw no option to turn it off.
I will also like to say this computer came with Windows 8 (unfortunately) and wasn't upgraded or pirated.

Thanks in advance if anyone know how to fix this problem so I can at least play some PSU again... at least offline.
