I did use the booster, but not every time I used it the 11* is guaranteed. For now I just try to make it even; trying to get at least 6 10* weapon for every 250% rare drop boost used, and hoping for...

Don't think it work that way. IINM if I use thunder element changer, it should become something like 25+10 then change to thunder.
