Try using the PSO2Proxy or some other alternate method like SSH tunneling or VPNs. The Proxy is probably the easiest to set up though since it has native support in the Tweaker.

If you use the PSO2Proxy it pings you in game like a server message an hour in advance, even without premium. Very handy.

Last I checked, no. The Proxy won't help w/ connecting to the site. You still need a VPN for that.
