At the quest counter, chapter 8 and 9 are half completed. I believe it's the third part of 8 that I'm missing on that one. Can't figure out what to do though.

I've done this quest several times now and can't figure out the path i'm missing. I've answered all the questions both ways. Always get the same path...

The last couple of times I got the Falz Elder quest, everything goes fine until the last phase. Falz Elder is invisible. Why is that?

I think you're going to have to "reset pso2 settings" to fix this.

edit: I have just noticed that the "retry current DL" option works as intended while downloading the story patch update. Just not while downloading...

I have this exact issue. I am currently STILL downloading files from the last update.

On the sidebar it says the story patch is working (using 10/9/13), so I go to arks-layer. I click on DL story patch, and it starts Dling 9/11/13. That's the one I already have. Is that one ok to use?

Yes. it does the same thing that cancel current does. It just skips the frozen one and goes to the next one.
