I think your best bet is to make a character on World 2 . most PSOW'ers and other English speakers hang out in there in block 20, 21 when thats full and so on

I heard you unlock them by completing the matter board quests eg retrieving weapons from certain enemies etc. it helps if u know a little Katakana,

Ah lil frustrating was just nearing the end of the emergency quest an it froze .. im guessing its not to do with the lag / connection issues because the connection seems to have cleared up from this...
