Just re-installed Windows 10, and disabling TabletInputService makes it work perfectly. In fact, it works better than Windows 8.1 now.

It's absolutely nothing to do with doing clean installs because I've tried that literally 5 times now. PSO2 just crashes after 15 minutes without an error, I'm guessing it's to do with Gameguard or...
