Depends on your stats.
- If have high defense like above 2k & resist (which unlikely for Fo/Te), then go for Deband drink.
- If have good HP like around 1200+ then HP drink is better as it increase...

Yes, it should be fixed. There are difference between "each 30 seconds" and "for 30 seconds".

When receive total damage 600 (for example 100 100 100... next any minute then 300), HP recover 4% each second for 30 seconds.
If receive another total damage 600, the buff timer reset to 30 seconds...
