I'm not 100%. But i think both TE and FO need to be 70 to get the CO.

If you look at the "recipe" section on the craft terminal, it tells you. The only item not in Eng is an item that you get from desynthesizing 11*units. Or can be bought for 150k (ish) at the player...

I did a quick test with this. I used Elder rebellion after sja (landing on the ground) and it gave the bonus. So i assume the same will be true of the other moving PAs.
