Try disabling your sound driver before launch. It will kill PSO2's sound but should allow it to run, it does for me. This is not so much a fix but it will let you play, albeit without the sound...

Do you have to complete some emergency quest to get Fang Banther and Fang Banshee to spawn? Do they spawn as E-Codes? I wanna do the quest for getting their fur but I'd rather NOT go into Time Attack...
