afaik the only quest that drops excube for sure was the recent 4-man LQ that's based on the ultimate quests.

You could only exchange 2015 badges to 2016 ones vice versa isn't available. IIRC they somewhat plan in the future a feature that will allow us to obtain badge stuff from the past.

If you mean going above +30 cap, you'll need another copy of the same weapon to increase it by 1. There's also the grind cap + 1 increase item from PVP which you can buy from player shop, but costs...
