Ultimately it completely depends on the contract that gets written up. If PSO2-I requests region locks, then there will be region locks. It is a simply wait and see situation.

I suspect if NA SEGA is remotely serious about PSO2-I, they will C&D any english fan-translations. Doubt it get very far.
