Yeah, you're mistaken. Games that require a monthly fee only need a silver account. Regular multiplayer, such as an online game of Halo, need a gold account though.

A few did rejoin, they're actually using the Winter Event to catch up on levels while it's still here. As for IP banning, that really isn't effective.
