Having some account issues on jp psu my debit card account says i paid it but im getting a no. 65 message on my account what should i do????

i tried to log on to the psu xbox 360 to see how much of those people still around on there and it keeps saying connection dropped or it doesnt even let me get into player creation whats up does...
