Nope HP mats are seperate.

Humans can use 250 non HP mats
Newmans and Driods can use 150.

Everyone gets a seperate space alloted for HP mats (i think it's 150, but it might be 125)

You get a hunter with 971+ ATP.
Equip one of these swords and be the appropriate lvl.

Sword +55 + LV100
Gigush +32 + LV110
Breaker +18 + LV120

Grinders are "common" items. Meaning you can find them anywhere in the game and you can build an abundance of them. BUT

You have to use a mag cell to get a Mark III and then you progress through mags (by use of mag cells)to get the rest. It's in the Guides section somewhere.
