There's so much wrong here I don't even know where to start.
Unfortunately I only see two ways out of that.
1) You convince the people doing it to stop. Good luck with that, they get off on causing trouble.
2) The US servers open before anything else...
It's impossible to ban someone from a free service if they have a mind to not be banned.
It doesn't, I did it solo for hours trying to get them.
They seem to drop more often with more people in the party, not sure why - but it was like flicking a light switch comparing solo to a full party. Possibly just luck.

Excellent post - I needed a JP address for other things, I didn't realise that's how this service works, I thought it was more like Rinkya.
You must realise this is something they'll have decided long ago. If anything changes your best hope is English language support in the JP client.

Lack of hybrids is one of the prime reasons I wasn't that interested in playing PSO2. This is good news.

In Europe the speed to JP servers in PSU was worse than for US people, who experienced about as much as EU->US. I'm assuming this is the same case for the new service.
