I don't think you can change while you're doing a mission, maybe that's the problem.

S-ranking the catardran quest in 16 minutes is ridiculous. I managed to beat it right as the clock turned to 16:00. I thought I missed it, but it worked.

In the launcher choose the second option and set the slider to 1. Worked for me.
