I kind of wonder how difficult it would be to make it so it only copies the outfits, while keeping the faces/hair/accessories intact.

You need to have the same facetype and gender as the npc during cutscenes for them to render correctly, otherwise they're shown as a disfigured abomination.

Is it just my imagination or does it seem like the maximum culling distance seem reduced recently, even while using this tool?

You don't even need to have it open before the game is launched. On basically every occasion I've started it up after pso2 is already running and it works just peachy.
