Charged PAs usually refers to PAs that gain a power boost when you're charging. For FN, that's not really the case. So the PAs that would benefit would be Satellite Cannon, Master Shot, Piercing...

It depends on what you plan on doing with this build. Is it for general use? Are you wanting to TA efficiently? How many skill trees do you plan on getting? etc etc

It definitely is Fo/Fi's selling point! I was just correcting your earlier assumption that Fo/Br spam the same tech over and over again. In fact, it's just detrimental.

I haven't tested it, but based on what I'm seeing from the skill description...

If getting full gear in 2 strikes instead of 3 seems like it's worth it to you, then go for it.
